Are you using the most powerful flasks that you can, and are you using them frequently? Flasks are very important in PoE, and for most builds, you want to use them constantly during fights.

If your gear is more than 10 levels below your character level, then you can probably find better gear with better bonuses. Itemlevel limits the bonuses that your gear can have. What itemlevel does your gear have? (Itemlevel is different from 'required level, hover your mouse over the item and press Alt to see it). On Cruel, you get a -20% penalty on every resistance, so you need to have 95% through gear or passives to get them capped. Are your resistances capped? Check "Defence" on the character screen for the values, they should be at 75% for the three elemental resists, chaos can be a bit lower.
You need to keep taking life nodes in the skill tree, and preferably have high life bonuses on most of your gear. Did you take enough life nodes on the skill tree? It is impossible to prevent damage completely in PoE, so you do need a high life pool to sustain that damage. It's hard to guess where the problem is exactly, but here are some things you may want to check: If you keep dying at Cruel act 2, then you should check your build / gear / playstyle - something's amiss (since act 2 isn't that difficult), and it will get worse in the future if you don't fix it.

Every time you die, you lose a flat 5% of that progress (on Cruel, that is. When you hover the mouse over it, it tells you your progress towards the next level. Keep an eye on the experience bar at the bottom of the screen. If you do die a lot, then that's probably the reason for the slow leveling.
